Rams Roll Out Plan for $10B Warner Center Development

Rams Village at Warner Center, an ambitious development projected to cost up to $10 billion, will encompass the former Promenade shopping mall at 6100 Topanga Canyon Boulevard and the adjacent Anthem Blue Cross property at 6100 Owensmouth Avenue. The Promenade site already holds entitlements for a mixed-use redevelopment featuring high-rise residential units, office space, and commercial facilities. Meanwhile, much of the Anthem Blue Cross parcel has already been transformed into the Rams’ new practice facility. Although The Village shopping center, also owned by Stan Kroenke, is not officially part of the Rams Village project, it will be linked to the new development via pedestrian pathways.
“As we embark on our tenth season back in Los Angeles, we remain committed to helping shape the future of this great city,” said Kroenke in a news release. “Rams Village at Warner Center will continue to transform Woodland Hills by providing a vibrant gathering place for the community through publicly accessible open spaces, new entertainment venues, a retail village, and residential offerings. This is a tremendous opportunity to develop a dynamic destination and create the Rams permanent headquarters within the City of Los Angeles and we look forward to working with the City to turn this vision into a reality.”
The heart of the development will be the Rams’ permanent headquarters — a 350,000-square-foot facility situated on the eastern portion of the site, making use of existing grass fields. Plans include a 150,000-square-foot indoor practice field, which will accommodate up to 2,500 spectators and replace temporary structures currently on the site. The existing Anthem Blue Cross building is expected to be retained and repurposed as office space, according to the project’s website.
Adjacent to the Rams’ headquarters, Kroenke also intends to build two indoor performance venues: one with a capacity of 5,000 seats and another with 2,500 seats. These venues, along with the indoor practice facility, will replace a previously approved 10,000-seat arena that was part of the original mall redevelopment plan.
In total, the project envisions approximately 3 million square feet of development across 52 acres, incorporating office space, retail, and housing. According to the project’s website, the development will include 3,000 housing units, with a mix of affordable, market-rate, and live/work options.
Designed by Gensler, the mixed-use complex will include four acres of publicly accessible open space, in accordance with the Warner Center 2035 Specific Plan, plus an additional 5.5 acres of public areas. A large central park is proposed to occupy part of the current Promenade mall footprint.
The full proposal is expected to be formally submitted to the City of Los Angeles for review in the coming months. If approved, the project would be developed in multiple phases over several years.
This marks Kroenke’s second major urban redevelopment effort anchored by the Rams. In Inglewood, the former Hollywood Park racetrack is being transformed into a large-scale district with residences, offices, and commercial spaces surrounding SoFi Stadium, home to both the Rams and Chargers.
